Usually, Hongneung Arboretum is open to the public for longer hours during the early Spring to Fall seasons.
But they close one hour earlier during the Winter season. Please, check with their website to make sure that you get the most recent schedules and operation hours.

Take the Seoul Subway Line 6 and get off at Korea University Station. Come out from Exit 3 and walk for around ten minutes to find the place.
Alternatively, you can take Seoul Subway Line 1, Gyeongui-Jungang Line) and get off at Cheongnyangni Station. Go to Exit 2 and walk for over ten minutes to get there.
